You have to enable the feature on each individual group. Management>Member Control>Manage Groups (then Edit the Group to enable).

Go to Admin>Tool & Maintenance>Maintenance>Rebuild Functions and then clear all the Caches by clicking on each of them.

Are you trying to attach a file to REPLY to a ticket or Allow a member to upload a file with a new ticket?

I have run down the list of fixes, and guests cannot attach files.
1. I allowed attachments in Group, Tickets, and Department
2. I cleared the all caches. There is still no attachment option for guests.
Where else can I look to make this happen?

Hey billwill,
I found the answer to your question in another topic:
http://forums.accord5.com/topic/ticket-notification-with-attachmentsBasically, the option to allow for Guest attachments in the ACP interface is not offered due to security concerns. You can, however, modify this value in the SQL database by opening the "groups" table and modifying the "guests" row (ID 2) setting "g_ticket_attach" to 1 instead of 0.
I think you'll also need to rebuild the functions as stated by macmillianinc above after modifying the database:
"Go to Admin>Tool & Maintenance>Maintenance>Rebuild Functions and then clear all the Caches by clicking on each of them."
It seemed to work for me. I'm still testing though...
