Attachment size limits: can they be altered?

I'm finding the size limit on attachments very unsatisfactory. Is there a way to increase them?

Yes. You can change the setting in the configuration for each group. Of course the maximum needs to also be set in your php configuration.

I am not able to see the attachment button in my submit ticket section and manage article section.

How to enable the attachment in manage article section and in submit ticket section?
